Wayne, N.Y. » Social NewsNEWARK — The Newark school board is expected to approve a budget by month’s end that will include as much as a 3.29 percent tax levy increase on paper. However, the state’s new rebate program could negate any impact on district tax bills. Superintendent Matt Cook and Assistant Superintendent for Business Ed Gnau presented an official first draft of the 2014-15 budget with their recommendations to the school board last Wednesday night, April 2. The $46, 049,065 spending plan is up nearly $4 million over last year. Gnau said the increase reflects rises in the debt service of 11 percent, benefits, including health insurance, is up over 8 percent and costs for BOCES services due to an increased number new students needing special services are up 25 percent. Cook said the recent push by local school districts may not have resulted in an end to the gap elimination adjustment, state aid funding taken from school districts to balance the state’s budget, but the state did provide more aid. Cook said another $800,000 in state aid was restored, although the district was still shorted an additional $500,000 due to the GEA. State aid to Newark this year totals $28,890,021, up 5.4 percent over last year. The district could raise taxes as much as 3.29 percent and stay within the tax cap, but Cook and Gnau are recommending a 2 percent tax levy increase that would raise the tax rate 42 cents, from $20.53 to $20.95 per $1,000 of assessed value. “We’re going to recommend to you to hit reserves a little harder than we have in the past,” Cook said. “Reserves are used for a rainy day, and it’s raining. The district has $8 million in reserves and is recommending using $1,990,000 in combination with some cuts and a 2 percent tax levy increase to fill the gap. Cuts include two part-time long-term substitutes and reduced supplies for athletics and at building level. It was also suggested the district open a new special-education program called Social Skills Helping All Pupils Excel (SHAPE) at Lincoln School, which would reduce the number of students going to BOCES for special services and save the district $200,000. Cook said the new class also has the potential to create revenue by accepting students from other districts. “This is an extremely aggressive approach,” Gnau said of their recommendation. “We can’t use reserves like this again. However, the school board has another option to consider. Cook said board members could raise the tax levy as much as 3.29 percent, reducing the amount pulled from reserves. The board’s primary concern expressed at the meeting is the impact such a large increase will have on taxpayers. But Cook said he believes there will be no impact. Under the new tax cap rebate program, as long as the town, village and school district all remain at or below the tax cap, the state will reimburse taxpayers however much their taxes go up, Cook said. He and Gnau are researching the matter in depth to confirm their understanding of the program and will advise the board at its next meeting tonight, Wednesday, April 9. If their interpretation of the program is correct, the board agreed that this second option “would be the best bang for our buck” by getting the most out of the state without hurting local taxpayers.
